noun - Neutral velocity is a state of a swimmer who is neither hindered or helped in terms of speed by any kind of artificial aid or equipment such as a Swim Safety Device, Shark Cage, Transponder, Timing chip, Goggles, Glow Sticks, Disc Light or other illumination devices that are used, worn, pulled or accessed during a swim or triathlon.

The Chemical Light was placed on the swimmer's goggles but provided neutral velocity.
