noun - A governing body is a volunteer-driven association or a professionally administered sports organization that has acknowledged and recognized regulatory and sanctioning functions. Governing bodies are in various forms in the open water swimming world with a wide variety of responsibilities, missions, and scopes. They may cover a range of sport at a local, regional, national or international level. The first international federations were formed at the end of the 19th century.

A national governing body is an organization responsible for a particular sport in one country.

Examples of Governing Bodies

In the open water swimming world, including those interested in ice swimming, extreme swimming, channel swimming, competitive swimming, masters swimming, and marathon swimming, then are dozens of formal governing bodies;


Governing bodies plan and sanction solo open water swims, competitive events, and relays. The organizations provide officials and observers. They establish rules and regulations, protocols and procedures, discipline and descriptions. They offer safety plans and advice as well as rank and ratify swims. They maintain records and documentation on the open water swimming activities and attempts. They aim to preserve the history of open water swimming in their area or under their jurisdiction as well as safeguard the present, and help develop swimmers and events in the future.

Government Interaction

In some cases, the governing body must interact, seek, and receive approval from the local agencies including municipal governments or Coast Guard units. But there is no overarching national or international legal entity that specifically grants permission or approval to establish or maintain another governing body in this sport. In one case (Fédération Internationale de Natation Amateur), FINA is asked to administer international competitions and establish rules.
